Can it be used without ASP.NET

Basically, I'm looking for a temporary solution to load balance a Classic ASP site. I don't want the classic ASP side to have access to the .NET session.

If I implement a SessionStateProvider (e.g. REDIS) for the ASP.NET side, would your code happily use SQL to store it's session data? Therefore ASP.NET session is stored in REDIS, classic ASP is stored in the DB?

It will not work out-of-box for this scenario. It reads the SessionState setting in web.config that you probably point to your REDIS provider. You will have to download the source code and make some modifications for your scenario.
